Building Strategic Partnerships Across the Oceans — and Beyond

The Ocean Geopolitics Centre was founded upon the conviction that the major challenges of the twenty-first century cannot be understood or addressed in isolation. The growing complexity of geopolitical change, maritime security, technological transformation, environmental sustainability, economic development, and international governance requires cooperation between institutions, disciplines, sectors, and nations.

The Centre therefore serves as a platform for dialogue, collaboration, and knowledge exchange, bringing together organizations and individuals who share a commitment to understanding the strategic importance of the oceans and the evolving role of the Atlantic in global affairs.

Our approach is based on the belief that lasting solutions emerge when academic institutions, public authorities, civil society, the private sector, and international organizations work together. The Centre seeks to create bridges between knowledge and action, connecting research with policy, education with leadership, and strategic analysis with practical cooperation.

Universities and research institutions constitute a fundamental pillar of this vision. Through academic partnerships, joint research initiatives, conferences, publications, and educational programs, the Centre promotes interdisciplinary collaboration capable of generating innovative perspectives on maritime affairs, geopolitics, sustainability, technology, and international relations. By working with universities and centres of excellence around the world, we seek to contribute to a deeper understanding of the transformations shaping the contemporary international system.

The Centre also actively collaborates with think tanks, policy institutes, strategic studies centres, and intellectual networks dedicated to the analysis of global affairs. Such cooperation strengthens the exchange of ideas, facilitates comparative research, and encourages constructive dialogue between different schools of thought and strategic traditions.

Education occupies a central place within our cooperation model. Partnerships with schools, colleges, educational foundations, and youth organizations allow the Centre to promote civic education, strategic awareness, maritime literacy, and leadership development among younger generations. These initiatives contribute to preparing future citizens and leaders capable of navigating an increasingly interconnected and complex world.

Municipalities and regional authorities represent another essential dimension of the Centre’s activities. The Atlantic is not merely a geopolitical space; it is also a network of cities, communities, ports, and territories whose future is shaped by global developments. Through cooperation with municipalities, local governments, and development agencies, the Centre supports initiatives related to territorial development, blue economy strategies, cultural diplomacy, sustainability, youth engagement, and international projection.

The maritime sector is equally important to the Centre’s mission. Collaboration with ports, shipping companies, logistics operators, maritime service providers, energy companies, technology firms, and innovation clusters helps connect strategic analysis with the practical realities of the global maritime economy. These partnerships encourage dialogue between academia, industry, and policymakers while supporting research, professional training, and innovation.

The Centre further seeks to cooperate with professional associations, maritime organizations, chambers of commerce, business councils, cultural institutions, and civil society organizations that contribute to the development of maritime awareness, international understanding, and sustainable development. Such partnerships help strengthen community engagement and broaden participation in discussions concerning the future of the oceans.

International organizations and non-governmental organizations play an increasingly important role in addressing global challenges. The Centre welcomes cooperation with organizations active in areas such as environmental protection, ocean governance, education, sustainable development, humanitarian affairs, international cooperation, and public policy. By sharing expertise and promoting dialogue, these partnerships contribute to more effective and inclusive approaches to global challenges.

Particular importance is given to cooperation among Lusophone countries and institutions. The Centre seeks to strengthen ties between Portugal, Brazil, the wider Portuguese-speaking world, and other Atlantic partners through educational exchanges, research initiatives, strategic dialogue, cultural cooperation, and institutional partnerships. These relationships reflect a shared maritime heritage and a common interest in promoting sustainable development, international understanding, and Atlantic cooperation.

The Ocean Geopolitics Centre does not view cooperation as a formal exercise, but as a dynamic process of mutual learning and shared purpose. Every partnership is founded upon the principles of intellectual independence, mutual respect, openness to dialogue, and commitment to the public good.

As the challenges facing the oceans and the international system continue to evolve, the Centre remains committed to building a diverse and inclusive network of partners capable of contributing knowledge, experience, innovation, and leadership. Together, we seek to advance understanding, strengthen cooperation, and contribute to a more informed, resilient, and sustainable maritime future.
